Some commentators have suggested that the Committee supplement [

and planned uses of RFID by the Department of Homeland Security. The Committee declines to do so for two
reasons: first, any such list may soon become incorrect or obsolete; and second, because this paper is intended to
serve as a framework for the Department to use in any evaluation of a program that would use an RFIDâenabled
system to identify individuals.
